Every year, the Department of Public Works and Highways (DPWH) implements thousands of infrastructure projects spread across the country. The department lists all these projects and its details on the Transparency Portal. But DPWH has not made public the allocations per legislative district.
DPWH provided the data for 2023 to 2025 to legislators, one of whom shared the information with PCIJ. For 2026, PCIJ requested the budget data and the DPWH provided it to us. Here are all the documents we obtained.
2023 to 2025 DPWH budget (Nationwide)
This document provides the amount allocated to each legislative district by the district engineering offices (DEOs) of the DPWH. It reflects all locally-funded projects under the department’s capital outlays.
Based on the document, some congressional districts rely on multiple DEOs, including Manila City 6th district, Apayao lone district, Benguet lone district, Ifugao lone district, Kalinga lone district, Mountain Province lone district, Nueva Vizcaya lone district, Leyte 1st district, Basilan lone district, and Zamboanga del Norte 3rd district.
