Nature of Issue Issue Recommendation
Termination of Agreement Whether to Continue or Discontinue the barge operation. Mindanao experienced drought and suffered from unreliable system. These conditions are likely to recur. During the times the barges were needed, the power barges had served their purpose which was to provide reliability in the system. However, with possible entry of Mindanao Coal Power Plant, PSALM must conduct a cost-benefit analysis on the retention of power barges.
