I really find your report stimulating and demands broader circulation. I am a Filipino now living in Belgium and work for a European NGO that monitors aid. One of the key messages here is to increase ODA of EU member states to 0.7% of Gross National Income. Personally, I am quite concerned about this demand as I perceive it as making matters worse considering the existing loopholes and ineffectiveness of ODA. What are your views on these? Also, people here seem to assume that ODA is pure grant.
