SENATOR-JUDGE Teofisto Guingona III cast yet another guilty vote against Chief Justice Renato Corona, saying that he had tried to use the Constitution to justify the concealment of his peso and dollar accounts.

“How can one man use the same Consitution that mandates full public disclosure to justify concealment of millions of dollars in his personal account,” Guingona said. “This is constitutional perversion in its ultimate form.”
